RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 22-11 Staples 6 MG Reservoir Repair, to Hydro-Tech, Inc. in the amount of $118,900.00.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The 6 million gallon (MG) Staples Reservoir is the largest tank in the City of Billings water distribution system.  This round concrete tank was constructed in 1970.  The tank is used in conjunction with a 3 MG rectangular concrete tank and the adjacent Staples Pump Station to serve Zones 2, 3, and 4 of the City’s water distribution system.  Staples is located north of Rimrock Road, near 17th Street West. 

W.O. 22-11 Staples 6 MG Reservoir Repair, is intended to repair an existing leak condition in the floor-to-wall joint of the reservoir.  It includes installation of a liner system around the entire perimeter of the reservoir’s interior floor-to-wall joint, and repair of holes that were cored in the floor of the reservoir as part of the recent evaluation for mitigation of the leaking issues.  This repair is similar to other repair work completed in 2002 and 2010.  The tank was drained and taken out of service in December 2021 to allow HDR Engineering to conduct an evaluation of the inside of the tank.  The repairs are intended to be performed while the reservoir is out of service, with the intent of bringing the reservoir back on-line before the summer 2022 peak water demand season.


The project was advertised on January 21, January 28, and February 4, 2022, in the Yellowstone County News and on the City’s website.  Bids were opened on February 8, 2022, and two (2) bids were received.  Hydro-Tech, Inc. submitted the lowest, responsible bid.

ALTERNATIVES

City Council may:
  • Award W.O. 22-11, Staples 6 MG Reservoir Repair, to Hydro-Tech, Inc. in the amount of $118,900.00; or
  • Do not award a contract and reject all bids.  If the project is not awarded, the City would experience continuing leak issues when the reservoir is put back into service, which is required to meet the summer's water demands.

The project was budgeted in FY22 using Water funds.  The budgeted amount is sufficient to award this project.
