RECOMMENDATION
Staff recommends that City Council approve the one-year landfill use agreement with Yellowstone County.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Billings Regional Landfill currently accepts waste from Yellowstone County. Disposal of waste picked up and hauled by private haulers is charged directly to those haulers. Yellowstone County is only charged for the estimated tonnage and landfill trips of self-haul residential waste. The agreement with Yellowstone County is a 7.6% increase for FY23 and is based on a rate increase of 6.8% in landfill fees in the Solid Waste fee resolution passed by Council on June 13, 2022 and landfill use growth of 0.8%. The landfill growth rate is based on the average county growth for the last three years.
ALTERNATIVES
City Council may:
- Approve the landfill agreement with Yellowstone County; or,
- Not Approve the agreement. If Council does not approve the agreement, there would be a loss of revenue for the Solid Waste Fund and Yellowstone County residents would need to find an alternative to disposal at the landfill.
FISCAL EFFECTS
The landfill agreement will generate $305,090 in revenue for the Solid Waste Fund in FY23.
