RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 22-38: Pioneer Park Trail Rehabilitation to Wharton Asphalt in the amount of $121,721.70.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 22-38: Pioneer Park Trail Rehabilitation is a project to remove and replace the deteriorated asphalt pavement on the multi-use trail in Pioneer Park. The multi-use trail runs through Pioneer Park from Virginia Lane to 3rd Street West. The rehabilitation will correct the poor asphalt condition, remove tripping hazards, and widen approximately 600 feet of narrow trail to standard multi-use trail widths. The project is funded through a Community Block Development Grant - Coronavirus Funds (CDBG-CV) and is a joint effort between the Planning, Parks, and Public Works Departments. The contract was advertised on May 20, May 27, and June 3, 2022, in The Yellowstone County News and on the City's website. Staff opened bids on June 7, 2022. Five bids were received, and Wharton Asphalt submitted the lowest responsible bid.
ALTERNATIVES
City Council may:
- Award W.O. 22-38: Pioneer Park Trail Rehabilitation, to Wharton Asphalt in the amount of $121,721.70; or,
- Do not award a contract and reject all bids. If the contract is not awarded, the multi-use trail will not be rehabilitated and continue to degrade.

The project was budgeted in the amount of $159,600 in FY22 using Community Development Block Grant Funds. The remaining budget will be used for engineering, construction contract administration, and any change orders.
