RECOMMENDATION
Staff recommends the City Council reject all bids for W.O. 22-15: Water Reclamation Facility Roof Replacement.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 22-15: WRF Roof Replacement, is intended to replace various flat membrane roofs at the Water Reclamation Facility. Thirteen buildings need new membrane roofs based on age and condition. These roofs were last replaced in the 1990s.
The project was advertised on May 13, May 20, May 27, and June 3, 2022, in the Yellowstone County News and on the City’s website. Bids were opened on June 7, 2022, and two bids were received. Empire Roofing, Inc. submitted the lowest, responsible bid. Bids were intended to be awarded on an individual roof basis based on available budget with the remaining roofs to be bid in the following 1-2 years, however, bids were significantly higher than the budget amount. Staff will review project scope and bidding cycles, and will rebid with a smaller project in a more favorable bidding climate in an attempt to get more local contractor interest.

ALTERNATIVES
The Council may:
- Reject all bids. Staff will investigate short-term repairs to roof leaks and strategically rebid roof projects with a smaller scope of work.

The project was budgeted at $450,000 in FY22 using Wastewater O&M funds. Staff will rebid with a smaller project with strategic bid letting timelines in order to generate more local contractor interest and match the construction community capacity.
