RECOMMENDATION
Staff recommends that the City Council approve Amendment 13 with Morrison-Maierle for the amount of $1,041,038 for the Construction Administrative Services for Phases 3 - 5 of the Terminal Concourse Expansion project.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
On August 14, 2017, the City Council approved the Engineering Agreement with Morrison-Maierle, Inc. for the design and construction oversight of the future Airport Terminal Concourse Expansion Project. Amendment 13 to the Master Agreement will provide the construction administration and construction oversight for Phases 3 - 5 of the Terminal Concourse Expansion. Phases 3 - 5 of the BIL Airport Terminal Concourse Expansion Project is scheduled to begin in July 2022, last approximately 19 months, and cost approximately 20 million dollars.
Phase 3 includes the construction of the new TSA queuing area, the addition of new restrooms at the top of the stairs, the remodel of the old TSA Screening area into a new lower lobby area, including relocating and installing a new escalator, elevator, and stairs. The Phase 4 Scope of Work (SOW) includes demolition of the old B Concourse followed by construction of the new B Concourse, to include four holdrooms, restrooms, display areas, and electrical, data, and HVAC rooms. Phase 5 will consist of remodeling and updating the existing Commuter Concourse C holdroom area to match the rest of the concourses, the addition of new restrooms, a Service Animal Relief Area (SARA) and modernizing the exit hall to baggage claim.
The engineering firm will be required to provide all civil and project management, structural, electrical, mechanical, telecommunications, fire protection, sub-consultant fees associated with special building testing, civil geotechnical testing, and architectural work. The engineer's responsibility will include all project, grant, and construction management services, provide onsite Resident Project Representatives throughout the duration of the project, consult with Airport staff, complete project closeout services, and all other miscellaneous work items as outlined in the SOW. The Construction Administrative Services SOW was reviewed by Jacobs Engineering who conducted an Independent Fee Review as required by the FAA. Jacobs Engineering was contracted to perform the secondary review, providing staff with a second engineering number to negotiate the fees with. Jacobs estimate was $111,491 higher than Morrison Maierle's fees.

ALTERNATIVES
City Council may:
- Approve Amendment 13 with Morrison-Maierle for the Construction Administrative Services for Phases 3 - 5 of the Terminal Concourse Expansion project; or
- Disapprove Amendment 13 with Morrison-Maierle and provide staff with direction on how to proceed.
FISCAL EFFECTS
The total cost of Amendment 13 is $1,041,038. This project is included in the current budget and funding will be 82.98% FAA Airport Improvement Program (AIP) grant funds with a 17.02% local match, which is available in the Airport Capital Account. AIP grant funds will cover $863,853.33 and the local funds will be $177,184.67.
