Title: Purchase of Playground Equipment for Comanche Park

RECOMMENDATION

Staff recommends Council approve the purchase of playground equipment for Comanche Park in the amount of $103,969.70.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The playground equipment at Comanche Park has reached the end of its useful life and needs to be replaced.  On December 20, 2021, Council approved an allocation of up to $1 million in Community Development Block Grant (CDBG) funding and CDBG-Coronavirus (CDBG-CV) funding to the Parks and Recreation Department for various projects in city parks.  One such project is to replace the playground equipment at Comanche Park.  The cost for this project is $240,000.00.  Purchase of the playground equipment will be $103,969.70.  The remaining funds will be used for site work including an ADA-accessible route to the playground and equipment installation.  Staff is seeking authority to purchase the playground equipment.

Staff intends to use the State of Montana Cooperative Purchasing Program to purchase the equipment.  The Cooperative Purchasing Program negotiates a discounted price with vendors, enabling municipalities to purchase items directly from approved vendors in lieu of the traditional bidding process.

In selecting the playground equipment the department engaged the community and increased public input through a voting contest that allowed community members to view a series of playground design layouts and cast a vote for the one they liked best.  Staff selected and developed two playground layouts for Comanche Park.  The voting contest allowed citizens to participate directly in the playground selection process and shape the final playground design.  Links for citizens to vote were located on the department's Facebook page.  We received over 1,000 votes and the winning layout will be the equipment that will be ordered, see Attachment A.  This vendor represents manufacturers of play equipment that meets all industry and federal standards.  

ALTERNATIVES

City Council may:
  • Approve the purchase of playground equipment for Comanche Park; or,
  • Not Approve the purchase and provide staff with additional guidance.

FISCAL EFFECTS

Since this project is to replace existing playground equipment, there will be no additional fiscal effects to the City.
