RECOMMENDATION

Recommend to approve equipment for Medical Response Teams (MRT). Second equipment piece to support Zoll Cardiac monitors.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

This life-saving equipment will offset the cost to provide care in the new MRT program. Phillips 66 advised the Billings Fire Department of an available grant opportunity and encouraged us to apply.

The Billings Fire Department is a cutting edge, all hazards public safety agency providing advanced life support emergency medical services (EMS) to the citizens and visitors of the City of Billings.  Annually, the Billings Fire Department responds to 150 cardiac arrests and a critical component is high quality chest compressions. According to the American Heart Association, a key component of this metric is the minimization of interruptions, compression rate of 100-120 per minute, and chest compression depth of 2 inches.  While all the EMT’s and Paramedics are highly trained in CPR, the ability to meet the American Heart Association standards are imperative and the ZOLL Auto Pulse continually provides high-quality CPR during patient movement and transport.  This allows the EMS providers to focus on critical time sensitive advanced interventions, crew safety during transport, and continuous chest compressions during patient movements. Additionally, the ZOLL Auto Pulse continually met the chain of survival impact times and provide blood and oxygen profusion to brain and organ tissue during a cardiac arrest.
            The Billings Fire Department will be deploying the Zoll AutoPulse through a new response program that has been recommended by Center for Public Safety Excellence (CPSE). The recommendation was to create well-trained responders to help with high volume of medical calls to respond in a smaller vehicle and to deploy more staff to high acuity calls that are more manpower intensive. This equipment will be delivered by Mobile Response Teams in Ford Interceptor vehicles and pair with the use of Zoll cardiac monitoring to increase better patient outcomes and save lives.

 

ALTERNATIVES

City Council may:  Approve; or, Not Approve accepting the funds from P66 to purchase Zoll Auto Pulse.

FISCAL EFFECTS

There is no fiscal effect.  The grant application specifies that these monies can only be used to purchase the Zoll AutoPulse.This is allowing us to purchase one-of-a-kind Cardiac/CPR equipment offsetting costs to the city. However, If the council chooses not to take the funds, the Billings Fire Department will return funds and the MRT program will have an additional cost. The cost would be $27,000 or more.
