RECOMMENDATION
Staff recommends Council adopt rules governing the remote participation of all City Council, board, committee, or commission members.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
At its August 1, 2022, and September 19, 2022, work sessions, Council considered amendments to city code regarding rules of procedure for meetings as well as rules for remote participation. After discussion and consideration, City Council decided it would create a Council committee to review and consider these matters.
On November 3, 2022, the Council Operations Committee met and considered the draft resolution prepared by staff establishing rules for remote participation at meetings. The committee has provided the attached resolution that includes modifications the committee deems appropriate for those rules.

ALTERNATIVES
City Council may:
- Approve; or,
- Not Approve and provide additional direction to staff.
FISCAL EFFECTS
There may be some fiscal effects for the City to effectuate the ability for Council or any board, commission, or committee to participate by electronic means at any meeting. However, it is believed that all such technology and means to conduct such meetings has already been established.
