RECOMMENDATION

Staff recommends the City Council reject all bids and not award a contract for W.O. 22-34: Culvert Replacement, Schedule II - Holling Drain at Barrett Road.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The annual culvert replacement program is intended to rehabilitate or replace existing culverts throughout the City prior to failure. These culverts vary in size, material, age, and level of deterioration. With this project, staff identified a corrugated steel culvert crossing the Holling Drain at Barrett Road. The culvert is in need of rehabilitation in the next few years. Bids received for W.O. 22-34 Culvert Replacement, Schedule II - Holling Drain at Barrett Road far exceeded the available budget for the annual culvert replacement program. Staff believes alternate rehabilitation methods are available for this culvert that will extend the service life in lieu of the options in this bid. Staff intends to research alternate rehabilitation methods and rebid the project for cost savings. Additionally, staff intends to replace some other smaller culverts and bid a separate project this fiscal year.

The project was advertised on November 18, 25, 2022 and on December 2, 2022, in the Yellowstone County News and on the City's website. Bids were opened December 6, 2022. Five (5) bids were received. Askin Construction submitted the lowest responsible total bid.

ALTERNATIVES

City Council may:
  • Award W.O. 22-34: Culvert Replacement, Schedule II - Holling Drain at Barrett Road, to Askin Construction in the amount of $245,940. If awarded, additional funds will need to be made available.
  • Not award a Contract and reject all bids. Staff believes alternate rehabilitation methods are available for this culvert to extend the service life for less cost.
