RECOMMENDATION
Staff recommends the City Council award a contract for WO 21-31: Water Reclamation Facility UV Electrical Improvements, to CEI Electrical Contractors in the amount of $246,250.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
WO 21-31: Water Reclamation Facility UV Electrical Improvements, will provide the Water Reclamation Facility (WRF) with critical electrical improvements to its Ultraviolet (UV) disinfection process. The UV disinfection is the final treatment process to the water leaving the WRF before it enters the Yellowstone River. There is currently one electrical transformer that feeds the UV equipment. This transformer is undersized and is at the end of its useful life. This project will replace the existing single transformer with two new transformers that have been pre-purchased by the City. Each new transformer is sized to handle the plant UV power needs, and provides the UV process with critical redundancy that is currently lacking.
In addition to the upgraded transformers, automatic transfer switches will be installed in order to allow the UV power to switch seamlessly between the two sources of power from the electrical grid and the onsite generator for the UV building in the event of a total power outage.
The project was advertised on December 23, December 30, 2022, January 6, and January 13, 2023, in the Yellowstone County News and on the City’s website. Bids were opened on January 17, 2023, and three bids were received. CEI Electrical Contractors submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Award WO 21-31: Water Reclamation Facility UV Electrical Improvements, to CEI Electrical Contractors in the amount of $246,250; or
- Not award a contract and reject all bids. If the project is not awarded, the critical electrical equipment for the UV disinfection will not be replaced. If the electrical equipment fails, the Water Reclamation Facility will be out of environmental discharge compliance and may be subject to fines from DEQ.

The project was budgeted in FY23 using Wastewater funds in the amount of $500,000 and there are sufficient funds available for this project. Remaining funds will be used for additional electrical improvements and any change orders.
