RECOMMENDATION

Staff recommends that the City Council approve the low bid of $361,707 provided by Morgan Contractors, LLC for the Airport Terminal Baggage Claim Restroom Remodel project.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Included in the Airport's Capital Improvement Program and FY 23 budget is the funding to remodel approximately 1,000 square feet of the men and women's restrooms in the baggage claim area.  These restrooms were built during the 1991 Terminal expansion of the baggage claim area, are over 30 years old, and need to be rehabilitated and updated.  Specifically, we plan to remove and replace everything in the restrooms and install new tile flooring, countertops, urinals, toilets, and partitions, add one new family restroom, add one new nursing room, and install and replace sewer pipe to the boiler room. Additionally, now that the new Concourse A is open this project will refresh and update the public side of the Terminal so that the two spaces blend well together. These restrooms will be closed for 60 days and individuals will be redirected to other restrooms that are nearby.  Subsequently, this project will need to begin as soon as possible in order for the restrooms to be reopened prior to Memorial Day and the start of the busy Summer travel season.  

This project was advertised in the Yellowstone County News on December 23 and 30, 2022 and January 6 and 13, 2023, and posted on the City and Airport's Websites.  On January 17, 2023, the following bids were received:

ALTERNATIVES

  • Decline to approve the award, reject all bids, and delay this project.

FISCAL EFFECTS

The low bid for this project is $361,707 and funding was budgeted and is available in the Airport's Capital Fund.
