RECOMMENDATION

Staff recommends that the City Council approve Amendment 5 with Morrison-Maierle, Inc. (M-M) for the engineering services associated with the design, survey, and construction administration of the Airport's Mid-Field Service Road Project for the amount of $128,556.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

On May 5, 2022, the City Council approved a five-year contract with M-M to provide all of the project design, survey work, construction inspection and oversight, and project closeout for the Aviation and Transit Department for all civil engineering work required during the five-year term.  This base contract with M-M is amended each time a new project is undertaken, and Amendment 5 for $128,556 includes all of the services listed above.

This project incudes the construction of a new service road for Airport vehicles and equipment to safely and securely move from the west to the east inside the security fence near the airfield.  The existing service road is 560 feet long, built in 2005, 18 years old, damaged beyond repair, and needs to be replaced.  Unfortunately, due to the grade in this location, drainage has eroded the base course underneath the asphalt creating large cracks in the pavement surface.  Additionally, this old service road intersects the aircraft parking ramp of a new Fixed Base Operator, Beacon Air Group; therefore, vehicles are no longer allowed to drive across this newly leased area. The new service road will be relocated to the north of the old road in a much better location, straightened out for easier access, and strengthened for large equipment. This new roadway will be 1,000 feet long, 24 feet wide, and consist of 3" of asphalt over 4" of base course with a retaining wall to meet grades and control drainage. It will serve as a connection point from the west end hangar area to the rest of the Airport including the Terminal, aircraft ramps, cargo operations, and numerous other aviation related businesses.  The new road is also located near the Airport Operations Center and will provide direct emergency access for Aircraft Rescue Fire Fighting vehicles, snow removal equipment, fuel truck deliveries to aircraft and airfield maintenance equipment.   Amendment 5 will have M-M design a scope of work, provide drawings, site survey and layout, advertise and bid the project, review submittals, coordinate meetings, prepare record drawings, and provide an on-site representative (observer) to oversee the contractor.  The estimated construction costs for this Federally eligible project are $650,000 and once the design work is completed, the project will be bid out this Spring.  Construction will occur as soon as the weather permits and will be completed prior to the Airshow in August.  The scope of work and associated engineering fees have been negotiated by staff and are acceptable for this work.        
 

ALTERNATIVES

City Council may:
  • Approve Amendment 5 for the engineering services with M-M; or
  • Decline to approve Amendment 5 with M-M and advise staff on how to proceed.

FISCAL EFFECTS

The total cost of the engineering services in Amendment 5 is $128,556. These fees will be funded 90% with Federal Aviation Administration (FAA) Airport Improvement Program (AIP) entitlement grant funds and 10% with local match funds.  The FAA's grant funding will be $115,700.40 and the City's local match will be $12,855.60.  The local match funds are budgeted and available in the Airport's Capital Account.
