RECOMMENDATION

Staff recommends that the City Council approve the Professional Services Contract with HDR Engineering, Inc. for W.O. 23-16: Landfill Scale Addition, in the amount of $117,320.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The City of Billings Landfill currently utilizes three scales in its operation, one inbound and two outbound, to monitor loads of waste and determine disposal fees.  The Solid Waste Division proposes to install another inbound scale to improve the traffic flow into and out of the scales area and the Landfill in general.  The new inbound scale will be primarily used by larger commercial trucks and the City's collection trucks, which will shorten the line for other customers needing to access the primary inbound scale.  As part of the project, the new scale will be integrated into the existing scale house operations and the existing roadway will be modified to add another lane near the scale entrance.  A by-pass lane will be maintained around the scales.

This project consists of performing professional engineering evaluation, design, bidding services, and construction contract administration services.  The scope of work also includes Project Management and Materials Testing.  

The City requested proposals for professional engineering services from ten prequalified firms, the list derived from the established Statement of Qualifications.  Three proposals were received from Great West Engineering, HDR Engineering, and Stahly Engineering and Associates.  HDR was selected for the project using the proposal process.  The consultant selection was based on Project Team and Availability, Project Approach, and Firm Qualifications and Experience related to the project needs.

ALTERNATIVES

City Council may:
  • Approve award of a Professional Services Contract to HDR Engineering, Inc; or,
  • Not approve a contract with HDR Engineering, Inc. If this agreement is not approved, this work will be delayed, which would result in longer wait lines at the Landfill scales, which directly impacts City operations and the public and commercial use of the Landfill.

FISCAL EFFECTS

The contract is in the amount of $117,320 and is being funded with Solid Waste Landfill Funds budgeted in FY23 in the amount of $800,000.  There are adequate funds available for this contract amount.  Remaining funds will be used for construction.
