RECOMMENDATION
Staff recommends the City Council award a contract for a Comprehensive Cost of Services Study with Baker Tilly US, LLP, in the amount of $162,900.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
City staff was tasked with conducting a Request for Proposals (RFP) process to select a consultant to prepare a Comprehensive Cost of Services Study for City operations. This study will evaluate the cost of providing public services (transportation, public parks, library, public safety, etc.) throughout the City and to support anticipated growth and redevelopment. Primary areas of focus will include police and fire services, streets, transportation network (maintenance and new construction), and public parks. Secondary areas of focus may include other public services, such as library or recreation facilities. The consultant will create a development cost of services or impact study for the assumed planning period(s) that will project the likely fiscal impacts associated with the projected growth and development of the City for the assumed planning period(s). The projected fiscal impacts will include the cost of providing services (police, fire, street infrastructure, public parks and public transit) and maintenance of infrastructure in already developed areas of the City and in areas of the City that will be developed over the planning period and the cost of constructing capital facilities to support the anticipated growth and development.
This will provide the City Council and staff with a foundation of knowledge when approving capital projects and future annexation, working from a well-informed position as it considers new development, redevelopment sites, as well as setting fair and equitable rates and fees.
The RFP was advertised on 2/10/23 and 2/17/23, with responses due by 3/17/23. One(1) response was received. Selection was based on firm experience and key project staff, available resources and consultant location, and project methodology and approach. The selection committee, made up of City staff from various Departments, evaluated the proposal, revised the scope of work and unanimously agreed to recommend Baker Tilly US, LLP for recommended award by City Council.

ALTERNATIVES
City Council may:
- Approve the agreement with Baker Tilly US, LLP, in the amount of $162,900 for a Comprehensive Cost of Services Study; or,
- Not approve the agreement and provide staff with further direction.
FISCAL EFFECTS
The contract amount is $162,900. The funding for this project will come from the Genearl Fund which budgeted $125,000 for these services in FY23. The additional $37,900 will need to be funded through FY23 General Fund reserves generated from reduced spending elsewhere in the General Fund.
