Title: Purchase and Install Spray Feature Replacements at Rose Pool

RECOMMENDATION

Staff recommends Council approve the purchase and installation of spray feature equipment for Rose Pool from Northwest Playgrounds in the amount of $106,318.50.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The spray feature equipment, originally installed in 1995, has reached the end of its useful life and needs to be replaced.  Council approved $103,000 for this project in FY23.  The additional $3,318.50 will be funded by Park District #1 balance.  Staff intends to use the State of Montana Cooperative Purchasing Program to purchase the equipment.  The Cooperative Purchasing Program negotiates a discounted price with vendors which enables municipalities to purchase equipment directly from approved vendors in lieu of the traditional bidding process.

The purchase and installation is the first of two phases to replace the spray features at Rose Pool.  Phase 1 is tentatively scheduled to begin in the fall of '23 after the summer swim season.  Phase 2 involves the replacement of the pump, new plumbing and painting of the zero-entry pool.  Phase 2 will be scheduled for the spring of 2024. 

ALTERNATIVES

City Council may:
  • Approve the purchase and installation of spray equipment from Northwest Playground for $106,318.50
  • Not Approve the purchase and provide guidance to staff

FISCAL EFFECTS

This project was budgeted in FY23 and included in FY24.  Since the project is scheduled for the fall of 2023 and upon approval of this purchase and installation, a purchase order will be issued to encumber the funds.
