RECOMMENDATION
Staff recommends that City Council award a contract for W.O. 23-10: Grand Avenue and 48th Street West Traffic Signal Improvements to Montana Lines, Inc. in the amount of $393,988.50.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 23-10: Grand Avenue and 48th Street West Traffic Signal Improvements project will construct a traffic signal and incidental streetlights at the intersection of Grand Avenue and 48th Street West. Minor widening on 48th Street West will include a shared through/left turn lane and a right-only turn lane.
The intersection exceeds the thresholds of four separate traffic signal warrants outlined by the Federal Highway Administration under existing traffic conditions. The traffic will further exceed the signal warrant thresholds as the developments on the far west end of Billings continue to build out and traffic continues to increase. This growth will only exacerbate the existing congestion issues. A traffic study analyzed this future traffic growth and showed that the improvements will increase the future level of service at the intersection from LOS F to LOS B by decreasing the delay for each vehicle by over 70%. The traffic signal will help to minimize a recent trend of injury accidents. Finally, the improvements will allow for safe turning movements from 48th Street West during peak-hour traffic. The project is a 50/50 cost-shared project between the City and Yellowstone County.
The project was advertised on February 17, 24, and March 3, 2023 in the Yellowstone County News and on the City's website. Bids were opened on March 7, 2023. Three bids were received. Montana Lines Inc. submitted the lowest responsible bid.

ALTERNATIVES
City Council may:
- Award W.O. 23-10: Grand Avenue and 48th Street West Traffic Signal Improvements to Montana Lines Inc. in the amount of $393,988.50; or,
- Not award a contract and reject all bids. If the contract is not awarded, the intersection of Grand Avenue and 48th Street West will continue to operate at a low level of service and be less safe than with the improvements installed.
