RECOMMENDATION
Staff recommends that Council award a contract for SID 1419 Charles Street to Askin Construction in the amount of $1,499,912.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
SID 1419 Charles Street will construct Charles Street between Monad Road and Industrial Avenue. Charles Street is an existing gravel street proposed to be improved by Special Improvement District (SID) at the request of adjacent property owners utilizing the annual gravel street program. The street improvements include a new street section with asphalt pavement, curb and gutter, storm drain infrastructure, drive approaches, and driveways. As part of the project, the City proposes to replace the existing aging water main that requires frequent repair and maintenance due to breaks and is undersized and unable to provide necessary fire flows to the area. The City also proposes to replace the outdated clay tile sewer main at the same time as the street construction. Street Maintenance District 2 funds, Water funds, and Sewer funds will be used to fund non-assessed improvements.
The project was advertised on February 3, 10, and 17, 2023, in the Yellowstone County News and on the City's website. Bids were opened February 21, 2023. Three bids were received. Askin Construction submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Award SID 1419 Charles Street to Askin Construction in the amount of $1,499,912; or,
- Not award a contract and reject all bids. If the contract is not awarded, the street will remain a gravel street and the water and sewer mains will not be replaced.

Funding for SID 1419 was budgeted in FY 23 using SMD2 Funds, Water Funds, Sewer Funds, and SID assessments via the gravel streets program. Adequate funding is available to award the project.
