RECOMMENDATION

Staff recommends that the City Council award the W.O. 23-35 Hesper Sanitary Sewer Extension Project contract to COP Construction, LLC. in the amount of $680,858.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The W.O. 23-35 Hesper Sanitary Sewer Extension project extends 18-inch and 24-inch diameter sanitary sewer west along Hesper Road approximately 1270 feet to the roundabout at Shiloh Road.  The sewer will be extended from the west property line of the existing FedEx Ground Facility located near Gabel Road to the Shiloh Road roundabout.  This sewer extension will connect to a section of sewer previously installed beneath the Shiloh Road/Hesper Road Roundabout during the construction of Shiloh Road.

This sewer extension project will facilitate future service to Billings' West End, particularly to properties located west of Shiloh Road and north of Hesper Road, as well as property south of the existing FedEx facility.  Additionally, this sewer would provide service to properties east of Shiloh Road and north of Hesper Road.  Finally, the project will provide sewer service to the future Billings West End Water Treatment Plant.  The sewer project was a planned CIP project budgeted in FY23.

This project was advertised on February 17 and 24 and March 3 in the Yellowstone County News, on the City’s website and on the QuestCDN website.  Bids were opened on March 7, 2023, and three bids were received.  COP Construction submitted the lowest responsible bid.
 

ALTERNATIVES

City Council may:
  • Approve award of W.O. 23-35 Hesper Sanitary Sewer Extension to COP Construction in the amount of $680,858; or,
  • Not approve award of a construction contract and reject all bids.  If this project is not completed, the City will be unable to provide future City sanitary sewer service needs on Billings’ west end.

FISCAL EFFECTS

The project was budgeted in FY23 using Wastewater Funds.  Adequate budget is available to award the contract.  Remaining funds will be used for construction contract administration and any change orders.
