Council approve the enclosed City Council Goals and Strategies for 2023 and 2024. 

Enclosed are proposed 2023/24 goals and strategies, the summary of our March 31, April 1, 2023 council retreat and finally the 2022/23 adopted priorities.  By defining the Council's goals and strategies, our staff has clear direction.  Though the following goals remain unchanged from the prior year, the strategies have been updated and refined based on the conversations during our 2023 retreat.

• Improve the safety of Billings
• Invest in core infrastructure
• Increase parks, trails, recreation & cultural investments
• Improve the built environment through quality design
• Build a high-performance organization principled in our core values

I want to again thank the Mayor and Council, department directors, our special guests - Greg Upham, John Felton, Melissa Henderson, Zack Terakedis, Karen Sylvester, Judges Hadada and Kolar, Lenette Kosovich and our facilitators Karen Miller and Michelle Williams.
