RECOMMENDATION
Staff recommends the City Council reject all bids for SID 1421 Cypress Point.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
SID 1421 Cypress Point, was created to construct water, sanitary sewer, storm drain, curb and gutter, and street improvements to Opal Lane, Greenbriar Road, and Cypress Point located in Lake Hills Subdivision. SID 1421 was created at the January 23, 2023, City Council meeting. The project was advertised on March 17, 24, and 31, 2023, in the Yellowstone County News and on the City's website. Bids were opened on April 4, 2023, and three bids were received. All bids were higher than the estimate and project budget. Staff is reviewing and re-designing some project items to lower costs and will re-bid the project in August 2023 to obtain more favorable bids.
ALTERNATIVES
City Council may:
- Reject all bids for SID 1421, Cypress Point. There is no viable alternative.
FISCAL EFFECTS

The project was budgeted in FY23 utilizing the sale of bonds. The amount budgeted was $916,943.00. Staff is researching why the bid was higher than the estimate. One possible reason includes the current market of contractor workloads. The project will be evaluated to determine how to proceed to get the work completed within the approved budget.
