RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 23-41, WRF Secondary Pump Station Roof Replacement, to Empire Roofing, Inc. in the amount of $82,621.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 23-41, WRF Secondary Pump Station Roof Replacement, will replace the roofing of the Secondary Pump Station at the Water Reclamation Facility (WRF). This roof was last replaced in the 1990s. This roof has been patched numerous times due to leaks and is starting to deteriorate past the point that it will be able to be repaired with patching. This building houses large pumps and related equipment that are critical to plant operations. This area is sensitive to water damage and water leaks could become very costly.
The project was advertised on March 24th, March 31st, April 7th, and April 14th, 2023, in the Yellowstone County News and on the City’s website. Bids were opened on April 18th and two bids were received. Empire Roofing, Inc. submitted the lowest responsible bid.

ALTERNATIVES
City Council may:
- Award W.O. 23-41, WRF Secondary Pump Station Roof Replacement, to Empire Roofing Inc in the amount of $82,621; or
- Not award a contract and reject all bids. If the project is not awarded, the roof will continue to deteriorate, which will result in increased maintenance costs and risk damage to the building and critical equipment.
