RECOMMENDATION

Staff recommends that City Council award a contract for W.O. 21-32: Wicks Lane and Bitterroot Drive Storm Improvements, Schedule 1, Phase 2, to Western Municipal Construction in the amount of $2,266,135.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 21-32: Wicks Lane and Bitterroot Drive Storm Drain Improvements, is a regional storm drainage improvement project that will construct trunk storm drain mains along both Bitterroot Drive and Wicks Lane.  The trunk main will be installed starting from the temporary detention pond located near the intersection of North Cherry Hills Loop and Bitterroot Drive, north along Bitterroot Drive to the intersection of Wicks Lane, and then east along Wicks Lane.  This regional storm drain trunk project serves both current capacity needs of east Heights and provides the drainage infrastructure backbone for future roadway improvement projects on Bitterroot Drive from Yellowstone River Road to Wicks Lane and Wicks Lane from Hawthorne Lane to Bitterroot Drive.  The section of Wicks Lane from Hawthorne Lane to Bitterroot Drive is scheduled to be improved in FY25 under the current CIP. 

A regional storm drain trunk main for this portion of the Heights was first identified in a 1989 master plan.  However, based upon funding, city-wide drainage infrastructure needs and the development climate at the time, this project has only recently been identified as a priority.  At the time of the previous master plan, regional drainage for this area was planned to discharge into Five Mile Creek north of Mary Street.  However, during design of this project, an alternate route was developed which utilizes the existing Yellowstone River outfall corridor east of River View Drive resulting in a significant cost savings from the original plan while still meeting the regional drainage needs of the east Heights.      

As FY23 funding for this project was not sufficient to construct the entire trunk main, this project was split into two sections.  Additionally, to capitalize on the market price fluctuation of large storm drain pipe, two different types of storm drain pipe and various alternatives were bid as separate schedules.  This contract is for award of the upstream section of this project.  The downstream phase will need to be constructed in a subsequent fiscal year once funding becomes available.   Constructing the upstream section provides a functioning storm drain to serve existing developed areas and also provides the drainage foundation for the future improvement of Wicks Lane from Hawthorne Lane to Bitterroot Drive.  The project constructs about 1600 lineal feet of 30 to 42-inch diameter storm drain along Bitterroot Drive and about 800 feet of 54-inch diameter storm drain east of Bitterroot Drive along Wicks Lane.

The project was advertised on March 24, March 31, April 7, April 14, April 21 and April 28, 2023, in the Yellowstone County News and on the City's website.  Bids were opened on May 2, 2023, and three bids were received.  Western Municipal Construction, submitted the lowest, responsible bid for the desired schedule for which the City has adequate funding.

ALTERNATIVES

City Council may:
  • Award W.O. 21-32: Wicks Lane and Bitterroot Drive Storm Improvements, Schedule 1, Phase 2 to Western Municipal Construction in the amount of $2,266,135; or,
  • Do not award a contract and reject all bids.  If the project is not awarded, the City's storm drainage infrastructure in this portion of the east Heights will continue to be undersized and unable to meet both current and future needs.

The project was budgeted in FY23 using Storm Funds.  There is sufficient budget to award Schedule 1 Phase 2 of this project.  The Phase 1 project will be bid at a later date when funding becomes available.
