RECOMMENDATION
No formal action is expected at this work session. Council action will occur in June at a regular City Council meeting.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Public Works conducted a solid waste rate study to ensure rates are set at a level that will sustain collection and landfill operations and capital requirements. A residential Pay As You Throw (PAY-T) structure was also evaluated. Currently, all residential customers pay the same amount regardless of the amount of waste that is collected. This "extras" program is unsustainable, inefficient, inequitable, and unsafe for employees. PAY-T is a rate structure that helps to ensure customers pay for the service they receive. Additionally, Public Works evaluated recycling options and will present a rate structure that takes the first step toward a curbside recycling programming by starting with cardboard recycling.
Staff will present proposed landfill, commercial collection, and roll-off fees, as well as the recommended PAY-T residential rates and program. The presentation is attached.

Council action will not be required at this meeting. Adoption of FY24 solid waste rates is planned for the June 12, 2023, regular Council meeting.
FISCAL EFFECTS
The FY24 proposed solid waste rates will generate approximately $2.3 million of additional revenue for the Solid Waste Fund.
