PROBLEM/ISSUE STATEMENT
In 2005, the City of Billings submitted to the Montana Department of Transportation (MDT) a Community Transportation Enhancement Project (CTEP) grant application for the Jackson Street Sidewalks II. In 2009, the city completed the first phase of sidewalk installation on the west side of Jackson Street from King Avenue East to just south of Ryan Avenue. The second phase will continue that sidewalk project on the west side of Jackson from Ryan Street to Francis Avenue. The project will include sidewalk, curb and gutter. The Project Specific Agreement Modification reflects the change in the project location and costs that have changed since the original application was approved. The Project Specific Agreement Modification represents the formal agreement between the City and MDT for the project’s scope, funding and federal aid compliance. Council must authorize the Mayor to execute a Project Specific Agreement Modification for the Jackson Street Sidewalk II project to begin project development. For reference, both the original Project Specific Agreement and the new modified agreement are attached.
ALTERNATIVES ANALYZED
The City Council May:
• Approve the CTEP Project Specific Agreement for Jackson Street Sidewalks II.
• Not approve the CTEP Project Specific Agreement. This would result in the loss of CTEP funding for this project.
• Approve the CTEP Project Specific Agreement for Jackson Street Sidewalks II.
• Not approve the CTEP Project Specific Agreement. This would result in the loss of CTEP funding for this project.
FINANCIAL IMPACT
The original Jackson Street II CTEP Project proposed constructing sidewalk on both sides of Jackson Street from Kratz Lane to State Avenue. The project would have included the installation of sidewalks, curb and gutter, drive approaches and accessibility ramps.
The cost breakdown for the original project was:
CTEP $69,515
Local Match (City) $10,775 (Gas Tax)
Add. Contribution $64,710 (SID)
Total Project $145,000
The revised Jackson Street II CTEP Project proposed constructing sidewalk on only the west side of Jackson Street from Ryan Avenue to Francis Avenue. The project includes the installation of sidewalks, curb and gutter, drive approaches and accessibility ramps. The funding breakdown for the revised project is as follows:
CTEP $ 249,079
Local Match (City) $ 38,607 (Gasoline tax)
Additional Contribution (city) $ 132,314 (Gasoline tax and a sidewalk assessment program)
Total Project $ 420,000
RECOMMENDATION
Staff recommends that Council authorize the Mayor to execute the CTEP Project Specific Agreement Modification for the Jackson Street Sidewalk II project.
