Approve the award of Invitation for Bids (IFB) No. 13-11-SWD-04 to Lawrence Construction Company, DBA LCCO Construction, for the Western Regional Landfill Cell 3B Liner and Cell 4 Excavation Project in the amount of $1,832,863.34.
Background:
The scope of this project is to provide all material, labor and equipment required to install the Cell 3B liner and to excavate approximately 517,800 cubic yards of earth at Cell 4. The Engineer’s estimate for this project was $732,586 for Cell 3B and $1,682,850 for Cell 4. Cell 4 was listed as an add alternate to the Cell 3B bid contingent on availability of funding.
IFB No. 13-11-SWD-04 was prepared and released on September 20, 2012. The bid was advertised in the Arizona Range News on September 26 and October 3, 2012. Bid notices were mailed to 62 Contractor’s registered in the Procurement database. The bid was posted on the County Procurement website as well as several plan rooms throughout Arizona. An on-site job walk/pre-bid meeting was held on October 17, 2012. Five bids were received by the IFB closing date and time of November 8, 2012, at 2:00 p.m. The recommendation is to award the add alternate (Bid item #17) for the excavation of Cell 4 for reasons of economies of scale and the competitive pricing received. Attached is a copy of the bid tabulation.

Impact of NOT Approving/Alternatives:
Solid Waste would not have the capacity at the landfill to receive refuse and would have to explore alternative disposal options at a higher cost.

This project is funded partially by the Solid Waste landfill development account and the remainder will be funded through the general fund as a loan for $200,000/year.
