Authorize the County Administrator to submit a request for public records to the Bureau of Land Management (BLM) under the Federal Freedom of Information Act (FOIA) regarding the establishment of policies relating to water use on BLM owned/controlled land within Cochise County.
Background:
Staff recommends the Board authorize the County Administrator to submit a request for public records to the BLM under the FOIA regarding the establishment of policies relating to water use on BLM owned/controlled land within Cochise County.
The BLM made a decision to restrict water use by entities using BLM land within Cochise County, specifically along the San Pedro River some time ago. County Staff became aware of this policy decision at a public meeting as a BLM staff member made the comment in passing during the meeting.
The intent of this FOIA is to understand the process used by BLM to establish this policy and potentially ask for them to revisit the change in policy using coordination as an avenue for assuring consistency with Cochise County land use policies.
A copy of the FOIA is attached for your perusal.
