Approve an Intergovernmental Agreement (IGA) between Cochise County and the City of Sierra Vista for funding of a Consultant to Promote Retention and Expansion of Missions of the U.S. Army at Fort Huachuca.

Background:

The City of Sierra Vista and Cochise County have been partners is addressing issues related to Fort Huachuca for many years. Although there are other areas of concern, to date, the majority of the focus of this partnership has been on water. Within the recent past, the City and County have become aware of an erosion of missions at the Fort. Specifically, the Army has decided to move missions away from Fort Huachuca thus causing strain on the local economy. In addition, given the comments we have heard from Washington, a new Base Realignment and Closure (BRAC) process may begin within the next couple of years. Because of the importance of the Fort to Sierra Vista’s, Cochise County’s and the State’s economy and the complexity of maneuvering through the Federal process, City officials have recommended contracting with a private firm to assist us in the effort of reducing mission loss and ultimately protecting our interests during a BRAC process.

To that end, the City has teamed up with the Huachuca 50 and has invited us to partner with them to hire a consultant to guide us through this effort of preserving Fort Huachuca in its current state. The IGA before you outlines the relationship with the City and the corresponding cost. Although our relationship through this IGA is with the City of SV, and our contribution is the same as the City’s, we are in essence responsible for 1/3 of the total cost. The term of the agreement is for 18 months with additional annual renewals if acceptable to the parties.

Impact of NOT Approving/Alternatives:

Cochise County will not be at the table charting discussions and strategic directions for addressing mission erosion and future BRAC processes with regard to Fort Huachuca.

Fiscal Impact & Funding Sources (if known):

The monthly cost will be $2,777.78 which equates to $33,333,36 annually. The cost of the initial 18 month term of the agreement would be $50,000.04. The cost of this partnership in the current fiscal year (5 payments) will be $13,888.90 and I recommend this amount be taken from General Fund contingency cash carry forward. The remaining amount of the IGA will be budgeted in FY 14/15 (12 payments - $33,333.36) and FY 15/16 (1 payment - $2,777,78) with the specific source identified during the budget process.
