Approve Highway and Floodplain to contract for AB crushing with an approved vendor for up to $730,000 at the current price(s), for repairs to County maintained roads damaged by Hurricane Odile.

Background:

From Sept. 17-19, 2014 Cochise County sustained severe damage from Hurricane Odile.
The Board of Supervisors declared a County emergency on Sept 24.
County met with ADEMA on Sept. 26 to discuss requirements for recovery programs.
Oct 2 County requested the Governor declare the county a disaster area. On November 12, she did so.
Nov 20, H&F and Emergency Services had kickoff meeting with ADEMA. With their concurrence we have identified over $1 million in public damages which qualify for 75% reimbursement.
The requested contract for AB crushing will qualify. The Flood Control District has adequate funding to front the costs prior to reimbursement.

Recommendation:  Highway & Floodplain recommends FCD Board approve the request for AB crushing as contained herein.

Department's Next Steps (if approved):

Highway and Floodplain will work with Procurement to contract for the AB crushing services and be prepared for final repairs to ADEMA authorized roads, which will be eligible for 75% reimbursement of eligible expenses by ADEMA (Arizona Department of Emergency and Military Affairs).

Impact of NOT Approving/Alternatives:

County will not be able to take advantage of 75% cost sharing by ADEMA for full repair of eligible county maintained roads damaged by Hurricane Odile in September 2014.
