Approve the Intergovernmental Agreement (IGA) between Cochise County Sheriff's Office (CCSO) and Department of Public Safety Gang, Immigration & Intelligence Team Enforcement Mission (GIITEM) for additional funding to fund 75% of salary and ERE for one CCSO Southeast Arizona Border Region Enforcement (SABRE) Sergeant and two CCSO SABRE Deputies effective July 1, 2015 through June 30, 2016 with a renewal option of five years.
Background:
The DPS GIITEM funding will fund 75% of salary and ERE for three current CCSO sworn officers assigned to the SABRE unit. This funding will yield an average annual savings of 21,000.00 to the Sheriff's Office GF personnel budget line. This IGA funding is replacing HIDTA funding which only funds 100% of two sworn officers salaries and none of the ERE. This IGA affords the Sheriff's Office the ability to cease it's participation in HIDTA without having to lay-off personnel currently assigned to HIDTA. The two current CCSO deputies assigned to HIDTA will be reassigned to the CCSO SABRE unit where they will perform the CCSO SABRE mission under the leadership and oversight of the Cochise County Sheriff's Office. Additionally, this IGA stipulates DPS will assign fulltime two DPS GIITEM officers to the CCSO SABRE unit who will support the SABRE mission under the leadership of CCSO.
Department's Next Steps (if approved):
Upon Board approval, the Sheriff's Office will forward the signed IGA and associated paperwork to the Arizona Department of Public Safety for final signatures and release of funds.
Impact of NOT Approving/Alternatives:
Sheriff's Office has two alternatives: a). continue participation in HIDTA which means county will have to fund an estimated 76,392.00 in ERE because HIDTA no longer funds ERE's. b.) Discontinue participation in HIDTA and lose two fulltime sworn positions funded by HIDTA.

Three (3) original copies provided. Return two signed agreements to Sheriff's Office to be forwarded to DPS for State signatures, and provide a certified copy of the Board minutes approving IGA at earliest convenience.
