Approve hiring one additional Justice Court Security Officer and the purchase of related officer equipment with an estimated annual cost of $41,588 to provide security for Bisbee Justice Court.
Background:
The Justice Court Security Fee was adopted in 2008 to provide the Justice Courts with supplemental funding for new security officers, and related equipment within these courts. Over time, it was hoped that this fund, along with some general fund support, would eventually permit all of the Justice Courts to have full time security. Ongoing financial challenges make it impossible to fully staff all of the Justice Courts at this time.
In 2014, an additional position was added to the high volume Sierra Vista Justice Court. Over the past two years, this has improved safety and made challenging calendars easier to manage. This additional officer has been funded entirely from the Justice Court Security fund.
The addition of one (1) new officer will provide an increase in court security coverage at the Bisbee Court. The officer will allow us to staff the Bisbee Court during normal business hours. Currently, we struggle to provide minimal coverage for court hearings. If we have an officer who is ill, we may not be able to meet that minimal service level.

Impact of NOT Approving/Alternatives:
We would continue to provide staffing when we could do so. Our priority to do so would be when court is in session. Unfortunately, this leaves hours every week where there is no security.
