Approve contract with JE Fuller Hydrology & Geomorphology for monitoring, inspection, and reporting for the Palominas Flood Control/Recharge Project for the period of July 1, 2017 through December 31, 2018 in the not to exceed amount $53,380.30.
 

Background:

The Palominas Recharge Project is providing flood control north and east of Palominas Elementary School and the project has been monitored for three years to measure recharge at the site and to determine the effectiveness of the various pilot recharge measures that will aid in the design of future recharge projects. Monitoring  data has been collected for the first three years.  Quarterly and annual monitoring reports have been provided for the first two years and the third year is being provided by September 2017.
 
For monitoring to be meaningful we will need at least 5 years of data; 10 would be much more useful and 20 probably needed to be significant statistically.
 
County staff is training to do some of the field data collection and inspections. ARS (Agriculture Research Service) staff has volunteered and are collecting data to help reduce as staff are available.

The contract will be on a time and materials basis to allow flexibility for accomplishing the monitoring, inspections and reporting. The maximum out of pocket cost to the FCD if no in kind, volunteer work or monetary contributions are applied would be $53,380.30 for a year and a half (July 2017 through December 2018).. The Cochise Conservation and Recharge Network has recommended that funding be committed to this effort.  However, the previous item was to accept a $92,000 grant from The Nature Conservancy.  If accepted then the maximum cost to the County for the year and a half period would be $26,690.15.  Funding for County share would come from the Flood Control District Professional Services line.  Adequate funds are budgeted and available.

Department's Next Steps (if approved):

Execute contract. The County continues to gather recharge and monitoring data.
 

Impact of NOT Approving/Alternatives:

Monitoring data will not be collected for year 4 of the project. There will be no way to continue to quantify the effectiveness of the recharge infrastructure. No further information will be available to guide design of future recharge projects. Monitoring is a key component of the project and required by the grant for at least five years.
