Discussion and possible action regarding an organization wide one-time exemption to the Forfeiture of Leave policy, page 27 of The Cochise County Human Resources Policy Manual.

Background:

The policy states, “At the conclusion of the last pay period each calendar year (the pay period which includes December 31st), regular status employees may carry over a maximum of two hundred forty (240) hours of Annual Leave. Annual Leave accrued in excess of these hours shall be automatically forfeited.” 

 The County Administrator is asking the Board to authorize all employees to carry over all accrued hours into calendar year 2018.  For the basis of payment of accrued hours upon separation, however, the carry over balance shall remain 240.  The County is currently drafting new policies regarding the accrual, use, and transfer of annual, sick, compensatory, and administrative leave.  It is our intent to simplify our benefits structure and mitigate the financial liability of excessive leave accrual while continuing to promote the responsible personal use and management of leave. 

By approving this one-time carry over, the Board will provide an equitable foundation for the implementation of an updated benefits policy in 2018 without increasing our payout liability under the current policy.
