Approve the increase of $20,000 for a total of $65,000 for the Thomson West Blanket Purchase Order #2019-00000211 to allow Court Administration to cover the annual subscription charges to include monthly fees for the Superior Court Law Library and all of the six divisions of the court.
Background:
The Cochise County Superior Court Law Library receives monthly bills for book subscriptions for their Library as well as the courtroom. Thomson West provides hardbound books and online legal resources for the public and the judges.
On 11/28/2018 the Procurement Department entered into an agreement with Thomson West for the Cochise County Superior Court Law Library. This agreement was sole sourced for two reasons: 1) the only other competitor was issued a cease and desist letter from the American Association of Law Libraries (AALL) for their bundling structure regarding pricing, and 2) it would not be cost effective to replace this system within the current infrastructure and training environment that currently exists. Additionally, the agreement was signed on the stipulation that if it exceeded the $50,000 threshold, then it would require Board of Supervisor approval as it did not include a ceiling price for additional research items above the current subscribed package.

Department's Next Steps (if approved):
Once approved the Purchase Order will be able to cover all the current and incoming Thomson West Subscription fees and Charges for the remainder of the year.
Impact of NOT Approving/Alternatives:
Court Administration will not be able to pay those bills submitted by the Law Library.
