Approve an agreement for E-Rate consulting services between Cochise County Library District and Yavapai County School Superintendent, for a 3 year term in the amount of $7,500, effective July 1, 2019 through June 30, 2022.
Background:
E-Rate is the federal program that subsidizes internet service and related equipment for public schools and libraries. The Library District has participated in E-Rate since the program was established in 1999/2000.
The Board of Supervisors initially approved a professional services agreement for this E-Rate consultant in February 2017. That agreement expired June 30, 2019. Working with the consultant has enabled the Library District to resolve past application problems and apply for additional funds to upgrade network equipment.
The department would like to continue working with the consultant, and the renewal agreement has been reviewed by the County Attorney's Office and Cochise County Procurement.

If the agreement is approved, the Library District will continue working with the E-Rate consultant for future E-Rate funding cycles.
Impact of NOT Approving/Alternatives:
If the agreement is not approved, the department will need to devote a great deal of staff time to E-Rate applications and documentation. Participating in the program is a necessity because E-Rate pays 80% of the cost of internet service for the Library District and rural branches.
