Approve acceptance of a Quitclaim Deed for the Elfrida Library property at 10552 N. Hwy. 191, from the Elfrida Citizens Alliance.
 

Background:

The Library District has operated a branch library at 10552 N. Hwy. 191 since 2003.  The building and property are currently owned by the nonprofit Elfrida Citizens Alliance (ECA).  The ECA wishes to transfer the property to Cochise County for continued use as a branch library.  The Library District wishes to continue operating a library at the location.  To this end, the Library District asks that the Board of Supervisors accept the Quitclaim Deed for the library property.

The adjacent Elfrida Community Center, which shares the same parcel (40325001M) with the library, is being transferred to the Elfrida Fire District.  Library patrons and staff currently use the restrooms at the Community Center and a new License Agreement with the Elfrida Fire District is ready for the Board to consider.

The Library District has made substantial service improvements at the Elfrida Library over the last two years, including upgraded internet service, expanded hours and an updated children's area.  If the library property is transferred to Cochise County, the next step will be to add a restroom and septic system for the library.  This project is included in the budget for the 2019/2020 fiscal year.

Department's Next Steps (if approved):

If the Quitclaim Deed is accepted, the Library District will continue operating the Elfrida Library as a branch location and move ahead with planned improvements.
 

Impact of NOT Approving/Alternatives:

If the transfer of the property is not accepted, the Library District may not be able to continue operating the Elfrida Library at the current location, which is well used by the community.  The Elfrida Citizens Alliance has been an excellent partner for the library, but the nonprofit does not have the resources to continue maintaining the library building and property over the long term.

Please send two signed originals to the Cochise County Library District and one signed original to the Elfrida Citizens Alliance (Fern Lawson, President, Elfrida Citizens Alliance, 10405 N. Mormon Rd., Elfrida AZ 85610).

The Library District will work with the County Attorney's Office to ensure that the deed is recorded and the property record is updated.

The restroom addition has been budgeted at $50,000, with half coming from Library District contingency funds and half from Facilities/half cent funds.

Other costs will include electric service ($1400/year), which is currently part of the Library District budget but will be assumed by Facilities after the property transfer, and Elfrida water service (~$1200/year) after the restroom addition is complete. The library will have a septic system, so there will be no sewer service.

The library property will be covered by Cochise County insurance and will receive basic janitorial and maintenance services through the Cochise County Facilities Department.
