Approve the background check agreements between Cochise County and GovernmentJobs.com, Inc. (dba "NEOGOV") and AssureHire, Inc., with both agreements effective the date of execution, with NEOGOV renewing annually for $2,000 per year, and AssureHire, Inc. renewing for successive one-year periods, with payment for services.
Background:
For many years now, the County has used A-Check for its background check screening services. A-Check requires HR to submit paperwork to applicants to complete for their background check screenings. Once applicants complete the paperwork, HR then submits it to A-Check for processing. The use of paperwork for this process is outdated, time-consuming and risks the exposure of the prospective employee's confidential information. In addition, the cost to use A-Check can increase greatly depending on the number of states and jurisdictions an applicant has lived in. The more states and jurisdictions that must be looked into, the greater the cost.
HR recommends the County contract with NEOGOV and AssureHire to streamline our background check process and reduce the costs for background screenings. The County currently utilizes NEOGOV as our applicant tracking system, enabling applicants to view and apply for job postings on-line. By expanding our services with NEOGOV, there would be no need for additional paperwork by the candidate and reduced work performed by HR staff. This integration would allow HR to push a candidate forward in NEOGOV which sends candidate information to AssureHire, the background screening vendor who then conducts the background check. The entire process would be done electronically saving us a great deal of time and resources. The combination of AssureHire being more cost effective than our current vendor and reduced manpower requirements brings this recommendation before you.
