Approve Operation Stonegarden Contracts: 18-AZDOHS-OPSG-180401-05, reallocating funds in the amount of $2,064 from the Arizona Department of Homeland Security (DOHS) to purchase Air Cards for the License Plate Readers (LPR's) trailers previously purchased through this grant/program, effective October 20, 2020 through August 31, 2021; and 18-AZDOHS-OPSG-180401-04, reallocating funds in the amount of $27,895 for overtime and mileage, effective October 20, 2020 through July 31, 2021.

Background:

The Sheriff's Office has two (2) contracts for funding in Operation Stone Garden.
 
The first involves four (4) trailer mounted license plate readers CCSO purchased during the FY 2018 grant cycle. Recently, CCSO learned for the computers in the trailers to send the information captured by the cameras out to Deputies/Investigators and partners linked with our office, an Air Card is needed.
 
CCSO was awarded $2,064.00 for this process. The cost per month for all 4 trailers is $160.04. With this funding, CCSO will be able to operate the 4 trailers for 12 months.
 
These trailers will be strategically placed in areas of our county to assist in the detection and apprehension of drug and human smugglers who utilize paths, streets, roadways and highways in Cochise County.  These cameras will further assist this office in our continued efforts in supporting the U.S. Border Patrol in their overall mission of deterring, detecting and apprehending those who choose to violate Federal and State Statutes in the furtherance of this criminal activity.
 
Furthermore, these trailers can/will assist law enforcement with cases such as Amber Alerts, Silver Alerts and any other welfare check involving vehicles, thus assisting CCSO in our service in making our communities safer. 
 

Department's Next Steps (if approved):

If approved, the Sheriff's Office will start/continue to participate with the US Border Patrol in Operation Stone Garden. Also, the Sheriff's Office will purchase the already approved (through the US Border Patrol and DOHS) equipment that will be utilized in the operations.

Impact of NOT Approving/Alternatives:

If not approved, the Sheriff's Office will not be a participant in this program. Further, numerous other operations/mutil-agency details to assist in combating illegal immigrant and drug smuggling are funded through Operation Stone Garden and without approval, the Sheriff's Office will no longer be able to participate in these details/operations. Also, we will not be able to effectively deploy the already purchased trailers.
