Approve the transfer of $325,000 from the General Fund Contingency to the Juvenile Detention Department for the Santa Cruz County Juvenile Detention Intergovernmental Agreement (IGA) costs.
Background:
Cochise County and Santa Cruz County have an IGA for Juvenile Detention, which began in January 2021. At the time of the FY21 budget preparation, the Juvenile Detention Facility and IGA negotiations were not completed, so the final amount was unable to be budgeted for. Now, the IGA is complete and has been approved by the Board. The best place to fund this cost is the General Fund contingency. The $325,000 is projected to cover the January to June 2021 period. The general fund contingency will go from 17.9m to 17.575m. For FY22, I am projecting, due to strong FY21 revenues, the General Fund contingency will be back up to at least 17.9m.
The $325,000 will be transferred to the Juvenile Detention general fund department and be used solely for the Santa Cruz Juvenile Detention IGA. As of 5/7/2021, we have received the January, February, March invoices totaling approx 143k. We anticipate the $325,000 to cover the received January, February, March invoices, and the projected invoices for April, May, June.

Impact of NOT Approving/Alternatives:
Reopen Juvenile Detention center. Cancel Santa Cruz County Juvenile Detention IGA. Yet, these expenses are appropriate per the IGA and due regardless of Board action.
