Approve Subrecipient Agreement 19-AZDOHS-HSGP-190400-03 between the Arizona Department of Homeland Security (AZDOHS) and Cochise County Office of Emergency Services for reimbursement, not to exceed $10,000, of the cost of active shooter response equipment, effective January 1, 2021 through December 31, 2021, with the understanding grant administration will be transferred to the County Finance Department in fiscal year 2022.
Background:
The Arizona Department of Homeland Security grant program has awarded Cochise County $10,000 in unused 2019 reallocation funds to partially fund this project that was originally submitted for consideration in 2020. The funds will be used to purchase protective ballistic equipment, basic trauma medical kits, and larger trauma kits with triage bags. This equipment will allow for more rapid deployment of Rescue Task Forces into active shooter / medical surge situations by providing protective ballistic equipment to Fire / EMS personnel who, when paired with law enforcement officers can make rapid entry to conduct early medical triage and potentially life-saving interventions. No matching funds are required for this grant.
Department's Next Steps (if approved):
Submit completed documentation to the state for final processing, execute the project / procure the equipment, and submit for reimbursement.
Impact of NOT Approving/Alternatives:
The impact of not approving this grant is that this equipment will not be funded and the county will continue to operate with current equipment levels. The geographic size of the county necessitates that there be equipment caches placed strategically around the county to minimize time lost to moving equipment to the location where it is needed. Not approving the grant means that current delays in Rescue Task Force response due to equipment availability will continue to translate to critical time lost during the golden hour when medical intervention for victims is most effective.
