Approve Subrecipient Agreement 19-AZDOHS-HSGP-190400-04 between the Arizona Department of Homeland Security (AZDOHS) and Cochise County Office of Emergency Services for reimbursement, not to exceed $2,500, of the cost of a mobile dispatching workstation, effective January 1, 2021 through December 31, 2021, with the understanding grant administration will be transferred to the County Finance Department in fiscal year 2022.
Background:
The State Homeland Security Grant Program has awarded Cochise County $2,500 in unused 2019 reallocation funds to partially fund this project that was originally submitted for consideration in 2020. The funds would be used to purchase a mobile dispatching workstation which is a field deployable kit with VoIP phones, wi-fi hot spot, router, and computer port. This equipment can be used to preserve dispatching capabilities and 911 services should a 911 dispatching center need to be evacuated or taken offline due to a cyber-attack or event that results in a power outage or system failure. This has occurred 3 times in Cochise County in the last 18 months. No matching funds are required for this grant.
Department's Next Steps (if approved):
Submit completed documentation to the state for final processing; execute the project/procure the equipment; and submit for reimbursement.
Impact of NOT Approving/Alternatives:
If not approved, the county will forgo the ability to purchase this equipment at this time. Outages due to cyber-attacks and catastrophic events are expected to continue. Consequently, when public safety dispatch centers experience outages, they will have to piece together workstations to be able to operate off site, or will have to transfer services to another dispatch center until power is restored.
