Approve Contract No. 21-14-HEA-01 between Hope, Inc and Cochise Health & Social Services, for Reentry Services – Peer Navigation and Transportation in the amount of $150,000 per year, effective November 16, 2021.

Background:

On January 26, 2021, the Cochise County Board Supervisors approved IGA # ADHS18-180472 Amendment 3.  In this IGA we agreed to provide transportation services for individuals who are being release from incarceration.  This contract is the result of a competitive bidding process and Hope, Inc. was the successful applicant.
 
This Reentry Services – Peer Navigation and Transportation contract will provide justice-involved individuals who experience psychiatric and/or co-occurring challenges with support to: 1) understand system processes, 2) to effectively navigate social support systems, and 3) to access support and resources to sustain their recovery and avoid recidivism.
 
The purpose of the contract is to fulfill the Cochise Health and Social Services (CHSS) Overdose Prevention Grant requirement to partner with community-based organizations to provide peer support/navigation and transportation to individuals discharged from the Cochise County Jail.
 
The grant goal is to improve linkages to opioid misuse treatment and overdose prevention services and other community-based support for eligible individuals discharged from the Cochise County Jail and satellite locations. Approving this contract will provide transportation to necessary appointments and peer support for individuals enrolled in Peer Navigation services.

Contract award is $150,000 per year, which will be invoiced monthly, by Hope, Inc., in the amount of $12,500. Funding will come from the approved Arizona Department of Health Services - Overdose Prevention grant.

Department's Next Steps (if approved):

Send MOU to Hope Inc for signature. Then, begin scheduling peer navigation and transportation services.
 

Impact of NOT Approving/Alternatives:

Inability to follow through on our commitment to provide the services agreed upon in the IGA. In addition, lack of transportation is one of the major barriers to successful reentry for many individuals, particularly in rural communities. Therefore, transportation is a crucial service peer navigators will provide to participants in the program who lack their own means of transportation
