Approve the addition of a fully grant-funded Epidemiologist position within the Cochise Health & Social Services Prevention Services Division.
Background:
The position will be funded by 2 Arizona Department of Health Services (ADHS) Intergovernmental Agreements (IGAs) - Overdose Prevention (OP) and the Healthy People Health Communities - Suicide Prevention (HPHC-SP). On January 26, 2021, the Cochise County Board Supervisors approved IGA # ADHS18-180472 Amendment 3 (OP); and on July 30, 2021, IGA #CTR 055282 (HPHC-SP) was approved. In both IGAs we agreed to facilitate 2 separate fatality review boards for overdose fatality and suicide fatality.
The purpose of adding this new fully grant funded Epidemiologist position is to compile case summaries for each case from medical, dental, and behavioral health records; convene 2 separate fatality review teams; and provide prevention recommendations to the two ADHS programs. In addition, completing these tasks would fulfill the requirement and deliverables of both ADHS IGAs.
The goal of each IGA is to improve system gaps and services to those in need by providing community-based support and resources. Approving the additional Epidemiologist position will allow CHSS to accomplish the required grant deliverables.
Annual salary is up to $64,729. Funding will come from the approved ADHS IGAs - Overdose Prevention grant and HPHC-Suicide Prevention.

Impact of NOT Approving/Alternatives:
Inability to follow through on our commitment to provide the services agreed upon in the IGAs. In addition, fatality review is a crucial component by examining deaths of individuals that may be caused by or related to opioid overdose or suicide with the goal of identifying system gaps and improving services for others.
