Approve the Memorandum of Understanding (MOU) between Cochise County and City of Douglas regarding efforts to build a commercial port of entry in Douglas, Arizona.

Background:

The County and City support the General Services Administration's (GSA) construction of a commercial port of entry in Cochise County to divert commercial traffic from the Raul H. Castro Port of Entry. The designated location for this port is along James Ranch Road, 4.5 miles west of the City of Douglas limits. The purpose and intent of this MOU is to coordinate funding and construction for utilities related to the development of the commercial port of entry on James Ranch Road.

The MOU defines the City's and County's roles in the pursuit of funding opportunities, and responsibilities regarding the design, planning and construction of the water and wastewater utilities. This is important in order to ensure proper coordination of the project both now and in the future. Construction of the Port of Entry is funded by the Federal Government, through GSA, however, the water and wastewater utilities will be operated and maintained by the City of Douglas.

Assist City of Douglas in securing funding sources for the design and construction of the water and wastewater utilities.

If not approved, relationships will be less defined and this could lead to confusion for this major project.
