Approve Intergovernmental Agreement (IGA) No. CTR057557, COVID-19 Expansion Project, between the Arizona Department of Health Services (ADHS) and Cochise Health & Social Services, in the amount of $1,900,000, effective March 1, 2021, through May 1, 2023.
Background:
The COVID-19 pandemic has exposed multiple gaps in the ability of Cochise County to respond to a prolonged and ever-changing public health emergency. These gaps are due in part to the limited number of personnel that work for Cochise Health and Social Services, technological and equipment shortfalls, geographic location, as well as the rural-nature of our population.
We will utilize this funding to develop a mobile community health capacity to take services out into the community. The model and planning used to build this capacity should be maintained after COVID-19 to ensure an enhanced response to all future health threats.
We will hire a Finance/Accountant Director specifically to help with the management of the multiple COVID-19 funding streams. This will be either a grant funded position or a specialty contractor.
We will utilize the funds to implement a system for effectively alerting and pushing out information to the community at large and identified groups through enhancements to the AlertSense system.
We will conduct a community-wide assessment to better understand the impact of COVID-19 on our community members ability to access healthcare, access factual information, and to gather feedback on community member viewpoints on public health interventions.
This funding will also be used to support access to free testing by extending our agreement with Chiricahua Community Health Centers, Inc. and to extend our contract with Rapid Trace for case investigations and contact tracing to improve mitigation of COVID-19.
