Approve single contract award to Stantec Consulting Services, Inc for 30% engineering design documents for water, wastewater, and broadband utilities to serve the proposed Douglas, Arizona Port of Entry in the amount of $353,266.

Background:

On November 30, the Board approved an MOU between City of Douglas and Cochise County to coordinate funding and construction for utilities related to the development of the Commercial Port of Entry on James Ranch Road.  The next step in the project is to contract with Stantec to develop 30% engineering design plans for utilities. This is an important step as the Arizona Department of Transportation will soon also conduct a Design Concept Report (DCR) for James Ranch Road. The information detailed in the 30% design of the utilities, especially as the locations relate to James Ranch Road, will be important for ADOT's DCR. Further, the 30% design report will signal to the General Services Administration (GSA) that both the local governments are committed to providing the necessary infrastructure for the new Port of Entry.

The costs for these plans will come from the County Capital Fund (Fund 400).  As of 12/21/2021, there is $11,554,731 in the Capital Contingency line, and after the expense of $353,226, there will be $11,201,165 remaining. This Capital line is funded by the half-cent sales tax. We anticipate the economic impact of the new Commercial Port of Entry will provide a return on this investment.

 

Department's Next Steps (if approved):

Development Services, Engineering and Natural Resources, and City of Douglas will coordinate with Stantec Consulting on 30% design study.

Impact of NOT Approving/Alternatives:

The utilities for the Port of Entry are essential to the overall construction of the Port by the Federal Government. Several state and federal agencies will be developing their projects over the next 18 months. Lack of utility design by the County and City will force delays and potentially increase costs.
