Approve Contract 22-04-FAC-01 with Desert Springs Construction & Remodeling, LLC, for the remodel of the Terminal Building at the Bisbee-Douglas International Airport, in the amount of $663,027.
 

Background:

The Terminal Building at the Bisbee Douglas International Airport was deeded to Cochise County in 1949 and little has been done to enhance any of its curb appeal since it was built. It did undergo a smaller interior rehab project in the 90’s, whereby improvements were made to the lobby restrooms and a drop ceiling had been installed through a vast portion of the building. Unfortunately, the original building was constructed using many materials that are now deemed to be hazardous in nature. A couple of smaller abatement projects have been tackled in the recent years, but a complete abatement is needed. A complete abatement (interior and exterior) is scheduled to take place between February 14, 2022, and March 15, 2022. The goal now is to have a contractor ready to remodel the interior and the exterior of the terminal building as soon as the abatement work is complete. This remodel work includes replacing the exterior windows on the east side of the building, stuccoing the entire exterior, replacing all electrical and most plumbing. New walls, lights, and ceiling grids will be part of a new floor plan for half of the building. This half will accommodate an area for an airport manager, a modernized pilot’s lounge, a conference room, and office spaces for any existing tenants (AZ Wildland Fire Crew and NOAA). The existing lobby of the terminal building (walls, ticketing counter, and décor) will remain in place in order to maintain its nostalgic look. New ceiling grid, lights, and floor tile will be installed in the lobby to give it a fresh/clean look. The remainder of the building (approximately one-fourth of the building), will be void of any new walls being constructed.  A new floor and ceiling grid will be replaced in that area. It will be left “open” so that any new prospective tenants interested in leasing floor space can design walls and a floor plan to meet their needs. This remodel work is critical in an effort to modernize the building and improve the overall development plan for the BDI Airport. This remodel will help promote future economic development of the Bisbee Douglas International Airport and entice more pilots to use the facility.

All interested vendors attended a site visit. All proposals were reviewed with the winning bidder being Desert Springs Construction & Remodeling. Funds will come from Capital Contingency.

Issue contract and purchase order to Desert Springs Construction & Remodeling and begin scheduling the work.
 

Impact of NOT Approving/Alternatives:

The Bisbee Douglas International Airport Terminal will deteriorate further over time, resulting in a lost opportunity to promote future economic development.
