Approve Subrecipient Agreement 21-AZDOHS-HSGP-210400-01 between the Arizona Department of Homeland Security and Cochise County Office of Emergency Services, in the amount of $4,500, in support of Regional SWAT Rescue Equipment, effective October 1, 2021, through September 30, 2022.

Background:

The homeland security grant program provides funding to address gaps in local preparedness and response to terrorism related events. 
The Cochise County Sheriff’s Office SWAT team is the primary tactical response team for Cochise County. When fully staffed, there are 17 operators, a commander, and 3 medics. The SWAT Team provides primary tactical response capabilities to Bisbee, Tombstone, Huachuca City, Benson and Willcox. Douglas and Sierra Vista have their own tactical teams, however their teams are 6-8 man units and ask for assistance when they need additional personnel. The next closest tactical team is out of Tucson with an optimistic response times of 3-5 hours.

One of the primary capability gaps for the SWAT Team is funding to acquire and maintain equipment. This grant will cover the cost to purchase a Rescue Saw to cut through hardened targets to save lives through rescue efforts. It will also cover the cost for Explosive Breaching Supplies so that the team can begin to train on this capability with the goal of being fully capable by the end of 2022. No other team in the county has this capability, so the team will be able to respond with and support law enforcement agencies throughout the county. 
 
This grant does not require a cost match. Only the approved equipment may be purchased and will be eligible for reimbursement from the grant.   

Department's Next Steps (if approved):

If approved, Emergency Management will complete the required documentation, purchase the equipment in accordance with the county's Procurement Policy, and complete the process for reimbursement. 

Impact of NOT Approving/Alternatives:

State allocated funding will be redistributed to other counties and the SWAT Team would likely do without the equipment unless other funding could be secured.
