Adopt Resolution 22-05 establishing precincts for the Cochise County Community College and defining their boundaries, effective March 8, 2022.

Background:

Pursuant to A.R.S. § 16-411 the Board of Supervisors has established election precincts and defined their boundaries.  Pursuant to A.R.S. § 15-1441(A) the Board of Supervisors is required to establish precincts for the Cochise County Community College District and to define their boundaries.  Further, the boundaries of the Community College Precincts must conform to any changes in precinct boundaries made pursuant to A.R.S. § 16-411.  The Board of Supervisors approved the Community College precincts on November 30, 2021, and on December 14, 2021, adopted Resolution 21-27, formally defining the boundaries.

In light of the Independent Redistricting Commission (IRC) redistricting of Congressional and Legislative lines, it is necessary to approve changes to the Community College Precincts. Two minor changes are made between college districts 2 (Bisbee) and 5 (Douglas), impacting at most four voters. This change will remove the necessity to create two additional precincts with zero population.

File submission to the Department of Justice for review and approval.

Impact of NOT Approving/Alternatives:

 Cochise County will not be in compliance with state redistricting requirements.

Notify Elections Director and the County Recorder of Board action; record Resolution and provide copy to Elections Department for inclusion in the DOJ submission.
