Approve the COPPER Membership Agreement, authorizing and setting terms for Library District membership in the Consortium of Partners Procuring Electronic Resources (COPPER), a new consortium of Arizona libraries formed to reduce the cost of electronic resources and other library services.
Background:
Library District Director Amadee Ricketts has served on the COPPER formation committee since its inception in 2019. During that time, the consortium has incorporated as a nonprofit procurement entity, established procurement policies aligned with Arizona statutes, and conducted a feasibility study for an intrastate interlibrary loan service, with support from the Arizona State Library. The first full membership meeting of COPPER will be held in August, and the Library District hopes to be a voting member with representation on the COPPER board.
There is no cost to join, and no immediate fiscal impact, but ultimately the Library District anticipates savings on electronic databases that are already offered in Cochise County, as well as new resources and services that may become available in the future. The Library District will become a member of COPPER.
Impact of NOT Approving/Alternatives:
The Library District will not join the consortium, and will not have a voice in its direction and activities, or benefit from any contracts negotiated on behalf of the membership.
