Approve Amendment P00002 to Contract W9124J-15-2-0001, between US Army Environmental Command and the Cochise County Flood Control District in the amount of $1,500,000, for the Bella Vista/Coyote Wash Stormwater Management Project, effective July 1, 2022, through completion of the project.

Background:

Specifically, the Cooperative Agreement "...addresses the use, development, preservation, protection and/or restoration of real property in the vicinity of Fort Huachuca. The primary objective of the Cooperative Agreement is to preserve habitat on the property in a manner that: (i) is compatible with environmental requirements; (ii) may eliminate or relieve environmental restrictions that impact local military training, testing or operations; and (iii) protects potential clear zone areas from use or encroachment that is incompatible with the mission of Fort Huachuca."

The Bella Vista/Coyote Stormwater Management and Recharge Project, adjacent to the Buffalo Soldier Electronic Testing Range, has been in the monitoring, planning, study and design phases since its acquisition in 2014 with the help of Fort Huachuca's ACUB (Army Compatible Use Buffer) funds. As part of the Department of Defense's Readiness and Environmental Protection Integration (REPI) Challenge for 2022, Fort Huachuca Sentinel Landscape submitted a proposal that included the CCRN/ Cochise County Bella Vista/Coyote Wash project.

Fort Huachuca was one of 13 installations from around the country awarded REPI funding for their projects. This funding will allow the county to proceed with the final design, permitting and construction of the Coyote Wash Stormwater Management and Recharge project. This grant and recent changes in design will allow the County to complete this project with a greater than 60% reduction in previous projections of construction costs, thereby freeing up Flood Control District ("FCD") funding for other flood control projects in the County. The FCD has committed $500,000 as a match for this grant and as previously budgeted for the Coyote Wash Recharge project.  This is a lump-sum grant.

If approved, proceed with Grant process. If not approved, nothing.

Impact of NOT Approving/Alternatives:

Not approving this funding would result in the inability of the Flood Control District to complete the Bella Vista/Coyote Wash Stormwater Management and Recharge Project as a good faith member of the Cochise Conservation and Recharge Network and Fort Huachuca Sentinel Landscape. In addition, it would be detrimental to Fort Huachuca's resilience and efforts to protect the San Pedro River and its missions.
